When Felipe Calderon took office, he envisioned an anti- drug-trafficking strategy that directly involved the U.S. Asking Bush for help, the two presidents were able to agree on collaborative measures through the Merida Initiative. Bush promised aid through intelligence sharing, training, and specialized equipment, while the Obama administration expanded the initiative to focus on border security and training for judicial officials. The Merida Initiative also developed closer ties in data and intelligence sharing, military efforts, and law enforcement.

A principios de su presidencia, Felipe Calderón visualizó una estrategia contra las drogas que involucraba de manera directa a los Estados Unidos.  El, junto con el presidente Bush, acordó en crear métodos de cooperación bajo una nueva iniciativa llamada la Iniciativa Mérida. Por su parte, Bush prometió asistir con inteligencia, entrenamiento y equipo especializado, mientras que el presidente Obama expandió estos esfuerzos para incluir seguridad fronteriza y entrenamiento para oficiales judiciales. La Iniciativa Mérida también estrechó lazos en intercambios de datos e inteligencia, esfuerzos militares y en la aplicación de la ley.
