Mexican Public Diplomacy: Hobbled by History, Interdependence, and Asymmetric Power

This article, written by the Director of the U.S.-Mexico Network, USC Professor Pamela K. Starr, and published on the Public Diplomacy Magazine, provides a quick historical overview of Mexican public diplomacy tactics.  It highlights two periods in which public diplomacy strategies were designed to transform the image of Mexico in the eyes of Americans: from 1989 to 1994 and  from 2000 to 2002. Starr concludes that the effectiveness of Mexican public diplomacy is limited by the constraints  on a  middle  power  that is  interdependent  with  a  much  more  powerful neighbor.

El siguiente artículo, escrito por la Directora del U.S.-México Network, Profesora Pamela Starr de la Universidad del Sur de California y publicado en la Revista de Diplomacia Pública, ofrece una rápida visión histórica de las tácticas de la Diplomacia Pública mexicana destacando dos ocasiones en las que se diseñaron estrategias para transformar la imagen de México en los ojos de estadounidenses, de 1989 a 1994 y del 2000 al 2002. Starr concluye que la diplomacia pública de México ha sido y seguirá siendo limitada por las características de un poder intermedio en desarrollo, interdependiente de un vecino mucho más poderoso, como lo son los Estados Unidos.
